What 's the difference between Weatherby Lake Improvement Company and the City of Weatherby Lake?

In a nutshell, lots! The City is just that, an incorporated city with their own rules and regulations and laws just like any other city in
the State of Missouri.  Weatherby Lake Improvement Company (WLIC) is NOT a governmental agency. It is a private,
not-for-profit corporation. It exists for one primary purpose, the management of the lake, and some 18 access areas in and near the
lake that are all owned by the WLIC. It is run by a board of directors chosen by member owners of the WLIC.  You, as a property
owner of property within the Lakeview subdivision, are a member of the WLIC, not by choice, but by circumstance. As a member,
you are a part owner of properties owned/controlled by the WLIC.


Who controls the storage lot behind city hall?

The storage lot is owned and operated by the City of Weatherby Lake.

Who controls the community center?

The Community Center is also owned and operated by the City of Weatherby Lake.

Who controls the parks in our community?

The community parks are also owned and operated by the City of Weatherby Lake through the park board.

Why do I see people using the parks that I know don't live here? Why don't the police chase them off?

The park board receives grant money from the federal and state government for the creation of the parks. That makes them open
to anyone.

Do I need to have a fishing license to fish in Weatherby Lake?

No!!! Weatherby Lake is a private lake. However, many of our residents do purchase a fishing license in order to help the state
fishing programs out. If someone here should on the spur of the moment ask you to run up to Smithville, if you have the license,
you're ready to go.

Why is it necessary to have the ID tag with me? Everyone knows me!

Whether you think everyone knows you or not is immaterial. This is a rule that the community as a whole adopted several years
ago.  In reality however, not everyone is known by everyone else. No possible way is that true. Just because you are at C-Point
with people that do know you, there can and will be people there that do not know you. Why should they have to wonder whether
or not you belong? No reason at all.   Another thing that you must remember is that you are entitled to use WLIC properties only if
you are a member in good standing. If you don't pay your annual access fees or if you have violated our regulations a sufficient
number of times, you lose your rights. Hence you DO NOT belong there, no matter how many people know you.  Because it is a
rule adopted by the members, it is also a rule that can be unadopted or changed. If you have a positive method to identify everyone
that has a right to be using WLIC property, you, or any other member are welcome and encouraged to share that with us.  If not,
you can quit yer bellyaching and follow the rules.

If my husband and I both go to C-Point, or any other WLIC owned property, are we both required to have our ID tags
with us or is just one of us carrying a tag sufficient?

Just 1 tag for your group is sufficient. Remember though, you as a property owner are responsible for any and all of the people
that you bring to WLIC property.

Can I give my tag, either the red or black one, to a friend so they can fish? I am at work during the day and my friend
would like to fish here during the day?

The simple answer is NO! Not unless the rules are changed. Currently the red tag is available only for immediate family members
which are: parents, children and their spouses, grandchildren and foster children. Giving your red tag to anyone else is outside of
the scope of the regulations. Giving your black (or red) tag to anyone other than what is spelled out, will cause them to be
confiscated.  The WLIC charges $1.00 each for replacement tags.


Can we sled on the dam?

The simple answer is NO! It is not permitted...and it is also prohibited to "shoot" the spillway on kayaks as well.

Does the City or the Improvement Company announce when it is safe to ice skate?

The simple answer is NO! First, the City has no input on issues about the lake itself. Secondly, the Improvement Company does
not want to make a decision that might be legally binding on the membership or directors, by saying it is safe. You ice skate at your
own risk.

I
want to sell my boat. Do I have to notify WLIC?

The simple answer is no. There are however some things you should consider. Because you often will not know the person you're
selling your boat to, you might want to do some things to protect yourself.  The most simple thing is to remove all identifying
stickers, block/lot number, boat and motor, that show you as the owner. If the person you sell to is slow in getting the proper new
documentation, you might be getting violation letters if the identifying stickers show you own the boat. By removing these stickers,
you are forcing the person to do the right thing of properly documenting the boat in their name. If they fail to do so then it's their
problem, not yours.  Also they can be removed from the WLIC  database so they won't be on your assessment statement for the
next year.


Who are these people in yellow rain gear that I see out when it's raining?

There are a lot of rumors floating around about who they are. They might be adults that never grew up and just like playing in the
rain is one of the kinder rumors.  Reality is a lot simpler though. They are most likely "mud rasslers "you are seeing.  They are
volunteers that live here at the lake and go out in the rain to take samples of the nasties that come into our lake. Things like
silt(mud) that will eventually make the lake a golf course or phosphates and other chemicals that can make our lake a cesspool. By
monitoring what is happening in our water shed, the mud rasslers have helped to make Weatherby Lake one of the best maintained
lakes in the KC area.  You, too can become a mud rassler. Call the WLIC office or contact the current committee head.

FREQUENTLY ASKED QUESTIONS - CLOSING THE LAKE
Why do we close the Lake?

When raw sewage gets into the lake the amounts of bacteria such as E Coli can increase dramatically. The lake is closed until the
sewage leak is halted and the water levels reduced to normal testing range.

What does it mean to say 'The Lake is Closed'?

After a sewage spill, the lake should not be used for swimming. You can go boating and fishing on the lake as long as you do not
have full body contact with the water. Use of kayaks or windsurfing where you may sit in the water or get wet are not
recommended.

How does sewage get into the lake?

Broken sewer lines, overflow of a sewage system, or power failures that stop the normal pumping of sewage can cause overflow
into the lake. The most common cause at Weatherby Lake has been related to power failures. The power goes out and the pumps
at the sewage station shutdown at U-cove. Since the sewage lines from there reach all the way back to the Ramada Inn on Hwy
152 & I-29, a lot of sewage backs up when the pumps are not working.  The sewage back-up from the U-Cove pumps will create
gravity drainage but this is not enough to prevent backflow. In turn, the sewage backs up and overfills and blows manholes, leaking
sewage into the lake (mostly North Cove). If storms are at night, it can be hours before the problem becomes apparent.

How do you know if the lake is closed?

The WLIC posts signs at all lake entrances and all access areas. Emails are sent out and calls made to clubs with events scheduled.
We do rely on word of mouth for lake front owners who may not see the signs and appreciate membership assistance in this area.

When is the lake re-opened?

Water samples are taken on a daily basis after the spill. E Coli normally only lives 24 hours in water, however the incubation period
is 48 hours. Therefore the lake is closed for a minimum of 2 days. After the first 2 days if the levels are still too high the lake will
remain closed. Once a set of tests come back within normal limits, the lake will be re-opened.
"C" Point & W-1 Reservations
Due to the huge demand for the facilities and limited capacity for trash, all property owners reserving tables and utilizing shelter
areas for group events are responsible for the removal of ALL trash generated from their activities from Weatherby Lake
Improvement Company property.

Heavy gauge 55-gallon trash bags are available at the Improvement Company Office.

PERMITS MUST BE SIGNED AND APPROVED SEVEN (7) DAYS PRIOR TO DATE OF USE
OR WILL BE SUBJECT TO CANCELLATION.

Please read and sign the attached Permit and return it to the WLIC Office.  When the Permit has been approved we will mail the
Permit back o you or you can pick it up at the WLIC Office.

PERMITS ARE TO BE IN THE PHYSICAL POSSESSION OF SPONSOR(S) WHILE USING
THE FACILITIES.

upon inspection and approval of the status of the pavilion.  In addition, to use the curtain key and/or dumpster key a
deposit of $10.00 is required
.  If using curtains and/or dumpster, the key(s) must be returned the next working day following
your event for a full deposit refund. All trash is to be placed in the dumpster.

If music is a part of the program, the volume must be kept low enough so that the music will not be (objectionable to the residents
living nearby).

GRINDER PUMP SANITARY SEWER SYSTEM INFORMATION (9/00)
WHAT IT IS :

A Grinder Pump is part of the sewer system for the majority of homes in our City. This device is a low pressure electric pump that
helps pump wastewater along to the main sewer line. If your home is on this type of sewer system, somewhere on your property a
fiberglass tank about six feet tall and three feet in diameter is buried. Only the top will be above ground. It has a round lid and is
somewhat mushroom shaped.

HOW IT WORKS :

Sewer and wastewater from your home flows into the tank through a service line. A Grinder Pump pumps the wastewater through
a pipe network ultimately entering into the sewage pump station at U-Cove and Eastside Dr. These Grinder Pumps have a built in
alarm system in case of malfunction; this will sound a loud horn to indicate a problem.
DO NOT TURN INSIDE POWER OFF TO
PUMP
(at breaker box). Allow the alarm to sound, if the pump empties the tank the alarm will shut off automatically. Call the
Weatherby Lake Public Works Department for service.

MAINTENANCE :

The Weatherby Lake Public Works Department performs maintenance and service of the grinder pumps. A monthly fee is assessed
on your monthly water bill for this maintenance.

GUIDELINES :

To keep your Grinder Pump system operating at top efficiency please follow these guidelines.

When the Grinder Pump alarm goes off
DISCONTINUE WATER USAGE i.e.dishwasher, toilet flushing, washing machine etc.

CALL FOR SERVICE - M-F 8:00 A.M. - 5:00 P.M. 741-5545 AFTER HOURS EVENINGS and WEEKENDS 741-5608. A
Public Works Employee will respond in a short time.

When there is an
ELECTRICAL OUTAGE try to conserve on water going down drains and toilet flushing, as the pump is electric
and will not work during an electrical outage. When electrical power is restored the alarm may sound until the pump has emptied
the tank; the alarm will stop automatically when the pump is back to normal.

PLEASE DO NOT PUT : diapers, sanitary napkins, condoms, unground garbage, metal, rags, grease, or petroleum products down
the drains. This can cause a severe malfunction of the Grinder Pump.
