FREQUENTLY ASKED QUESTIONS REGARDING SPACE AND DOCKS
Why have I not been assigned dock space?

Number one, you must place your name on a waiting list at the WLIC office. Number two, your name must rise to the top of
the list. Number three, an opening must happen in the access area you're waiting for. Number four, there must be nothing that
would make the open slot unusable, such as low lake level, seawall repair needed, infringing dock, etc.

I have seen some short, stubby docks around the lake. I really like them but someone told me they were illegal.
True?

The stubby or t-docks are no longer permitted because they don't have any support on the front, thereby causing damage to
seawalls when lake levels are low, because all the weight is resting on the eye bolts. The ones that are currently in use are
"grandfathered", but new docks in access areas must be 4x24 or standard 8x12. Residents who own a stubby in one access
area may not move them to a new location

I found a dock for sale. Any problems with buying used docks?

There are some potential problems that give concern to you from the Improvement Company's perspective. Number one is
whether the dock and your boat together will remain in the 12 foot access area. If not, then you're wasting your money, unless
you can afford to cut it down to size.  Number two would be the condition of the dock. If it is not floating properly or the
construction or current condition is actually unsafe, such as nails sticking up, broken decking, you need to get it fixed.  The
most important consideration is flotation.  Floats on an existing dock purchased or transferred in a given calendar year must be
encapsulated by May 1 of the following year.  Failure to comply with the encapsulated flotation requirement by May 1 of the
following year may result in a fine and suspension of lake privileges.  The last thing is whether it is a 'stubby' dock. These are
no longer allowed (see above).

I bought a house here recently from someone that had a dock at C-Point. I thought I was buying a dock too. Now I
am being told that I can't use that spot. What gives? Is it my dock?

Who told you that a dock comes with the purchase of the house? They probably didn't know any better. Maybe they did sell
you the dock itself, but they can't sell you the space. As a general rule, the dock space in the access areas are available to all
non-lake front property owners. In order to be fair to everyone, you must put your name on the waiting list for the area you
want, and wait just like everyone else. When you get a space, you must put in your own dock.

Can I put in any kind of dock I want to?

Rules and Regs for access areas or lakefront lots plainly describe the allowable docks.  Applications for variance procedures
are also explained there.  Dock construction application forms must be submitted for approval by the space and dock
committee.  Before your dock can be placed on the water it must be inspected and approved by a space and dock committee
inspector.

I'm lakefront. How many docks can I have? Any restrictions on size or construction?

Two docks are allowed for lakefront properties, and must be no smaller than 8x12 nor larger than 14x20. See Rules and Regs
for details and dock permit application instructions.

How many waiting lists can I be on?

Two.

I'm lakefront. Can I get a dock at C-Point also?

No.

I just got assigned a spot. I really don't like it. What can I do?

You can still be on a waiting list. When your turn comes up, you can move to the new space provided your dock meets the
standards.

The dock next to mine is in real bad shape. When are you going to do something about it?

Annual dock inspections generally let us know about docks that are in poor condition. However, your letting the WLIC know
about docks in bad shape would be appreciated, so we can followup with the dock owner requesting repair or removal. Left
unrepaired, docks may be removed at the owner's expense and the space reassigned to another resident.

Are there any docks I can rent?

Lease docks, which are owned and maintained by the WLIC are also available. Rental is $175 annually. You may be placed
on a lease dock waiting list if that is your preference.  The access area space charge of $150 per year also applies in addition
to the dock rental fee.  There are no WLIC leased docks currently available.

Why do I have to have my Block/Lot ID on my dock if I don't own the dock or have permission to park at a
friend's dock?

•        Inspection Process Control - Volunteer inspectors are provided a tool to accomplish annual and follow-up inspections
of all lakefront and access equipment stored by WLIC Members on our private lake.  These inspections are to verify
compliance with the WLIC Rules and Regulations.  This verification includes current year dock, boat and motor permit,
block/lot identification of the member utilizing space and seaworthiness of boats, motors and any structure placed on the lake
by our members.  To provide maximum flexibility to our membership, the WLIC allows members to share equipment and
make agreements with each other to share docks and park equipment on lakefront property and access spaces (populated
with both member owned and WLIC owned docks).  For purposes of the inspection process, shared equipment or member
“Permission to Park” agreements always include equipment that is not clearly owned by the member who pays $150 each
year to the WLIC essentially to lease water from the WLIC.  Without identification and update to this inspector tool, the
process becomes cumbersome both for the field inspector and the administrative actions which occur subsequent to the
inspection results.

•        Identification of Unreported Watercraft Sales - Many members do not know to advise the WLIC for update on sales to
other members.  Permits are not transferable from member to member and invoices are created to the owner when a sale
takes place.  The mismatch between blk/lot ID on the dock and the blk/lot ID on the watercraft is many times our first
indication that equipment has changed ownership.

•        Trespassing (Water) - The police department is paid by the WLIC to patrol the lake to detect and remove trespassers
from our private lake.  The Water Patrol Blk/Lot Decoder is physically on the water patrol boat for identification of individuals
on lakefront, access area (swim and courtesy) and lease docks.  Suspicious activity on any dock can easily be questioned by
the officer on duty.

•        Trespassing (Access Areas) - The police department is paid by the WLIC to patrol the WLIC Access Areas.  One of
the officer’s duties is to detect and remove trespassers from our private land abutting the lake.  All police vehicles have a copy
of the Blk/Lot Decoder to assist with identification of individuals on our access area docks and picnic areas.

•        Vagabond Vessels - Illegal / Non-Permission mooring of watercraft on any dock is detected by the Space & Dock
Inspector or Water Patrol sticker check by comparing the blk/lot ID on the dock with the blk/lot ID on the boat.  Members
who choose not to lease an access space will sometimes park their boat illegally rather than move it to and from the water
after each use.
